Empty state for pages in geo replication reference filters when there are none

Problem to solve

As I was reviewing !93877 (merged), I noticed this.

In Geo replication, when there is no data to populate tabs, there are empty state messages. All descriptions of the messages reference clearing filters to fix it, but some of the pages don't have filters present, and in some cases, that object doesn't exist.

Proposal

Adjust the empty state messages depending on the scenario:

Scenario 1: There are no [OBJECT]:

No pipeline artifacts No pipeline artifacts were found in the primary site. If you believe this may be an error, please refer to the Geo Troubleshooting documentation for more information.

Scenario 2: There are no matches to search results (we can rely on https://design.gitlab.com/regions/empty-states#empty-search-results):

No results found Edit your search filter and try again. (or edit your search and try again if you are only using the search component)
