Improve the location of button actions in `Preferences > Emails` and `Admin > Projects` lists

In mobile devices, improve the location of button actions in Preferences > Emails. Same improvement could be applied to Admin > Projects.

As part of these layout improvement:

• remove the style attributes flex-flow: wrap-reverse and row-gap: 0.5rem or add them to GitLab UI utility classes.
• remove the the negative margin class, .gl-ml-n3
