Phase 2: Display Slack notification when an incident has been created

Problem to solve

When people have opted to receive Slack notifications for when an incident is created, we'll need to surface the relevant details for that incident so that people can quickly and effectively collaborate.

Proposal

Display a notification for newly created incidents:

For multiple links we follow the comma separated approach as below image -

For slack channels, we use channel id if there is no text in the linked resources for the incident. Similarly for zoom we use meeting room ID.
