Add popovers to single stat upgrade items for runner

You can see the total number of recommended vs. available upgrades for runners today, but it isn't clear what the difference is. We have added explanations that recommended upgrades mean there are patch versions you should upgrade to for security fixes, and available upgrades mean that there is a new minor or major release that you are behind on.

Proposal
Add popovers to single stat summary data with definitions.
Upgrade recommended: Security patches are recommended.
Upgrade available: Major or minor version updates are available.

Users should be upgrading runners with recommended upgrades more often if they see the value in updating for security fixes.
