Provide "show more results" option when results set limit is reached

Summary

When searching for a group in Merge Request Approvals, if the group name being searched is common, it is possible to never be able to add the group if it is returned as the 20+n result since the returned results are capped to just 20 matches.

Steps to reproduce

1. Navigate to Project > Settings > General > Merge Request Approvals (Bronze+)
2. Enter ttttt
3. Try to find ttttt21 in the result set

Note While I could type ttttt21 and get my match for this example, this behavior (limiting to 20 results) is problematic when users are attempting to return something common like webdev in which there are many more than 20 results.
