Geo: New API endpoint for geo_sites to supersede geo_nodes

Proposal

We have changed how we reference Geo deployment sites. Previously we referred to Geo deployments as nodes, going forward we want to refer to them as sites. Much work has already been completed on this effort.

The Geo API is one of last remaining areas we need to align terminology.

We should create a new geo_sites endpoint that will eventually supersede the geo_nodes endpoint.

Both endpoints should have similar functionality in the short term with a view to removing the geo_nodes endpoint in %17.0.
