Deprecate omniauth_crowd for removal in 16.0

We have decided to remove omniauth_crowd in %16.0. This issue is to track submitting a deprecation post.

Why

Here are the reasons for deprecating:

1. Very little usage - link
2. Does not have a compatible upstream release, security concerns - link
