Add upgrade status filter for group runners search bar
Description
We have delivered filtering for admins to check the versions of their runners at Add "upgrade available" filter to runners in ad... (#356591 - closed). Using the same feature design, we can now apply the same feature to the Group owners.

After working on #356591 (closed) I believe this feature should also be delivered to group admins, so I decided to add this issue.
@DarrenEastman @gdoyle please help me relabel this if needed.

Looks good to me - bumped to severity2 as we provide the summaries of outdated runners, so users aren't totally blocked from understanding how many runners have upgrades. We should enable this for groups to make it easy to understand which runners correlate to the summary stats!

@DarrenEastman I think this is our best option to swap with #33803 for the Q3 KR. Are you okay with that? I can coordinate with the UX team if so.

I verified this change in staging. This issue can be closed as done.
@DarrenEastman @gdoyle we have feature parity in Admin and Groups, both have upgrade status filters and total counts available.
