Ignore project_id from requirements table

Investigate if it is possible to ignore project_id on requirements table.

Requirement proxy objects have a reference to issue_id which already has a reference to the project.

In the current implementation, Requirement#project_id is needed to generate iids which could probably be ignored, and then we use something like $2363823 to keep generating iids correctly with Issue#project_id.
