Fix or add file attachment status in Design tab comments

Summary

The upload status is not display when attaching a file or image to a design comment in the design tab.

Steps to reproduce

1. Navigate to an issue with a design attached
2. Open the attached design
3. On the comment box, click on the icon or drag and drop an image

What is the current bug behavior?

The uploading status is not appearing in the comment box.

What is the expected correct behavior?

The uploading status and the ability to cancel should be displayed
