Query Reporting: Merge recorded queries into a single report

Building on the work in Query Reporting: Record the database queries is... (#368739 - closed), we should combine reports from all the tests into a single report.

Definition of Done

• We produce a single artifact that has all of the queries run across all of the rspec jobs
