Query Reporting: Deduplicate recorded queries

Building on the work in Query Reporting: Record the database queries is... (#368739 - closed), we should normalize and de-duplicate queries that have been recorded.

Definition of Done

• Queries reported during test runs are normalized
• Queries reported during test runs only appear once
