Promote Subgroup labels to Parent Group from UI

Proposal

Rigth now we can promote project label to group label but not promote a label of a subgroup to parent group.

This feature would be helpful to manage labels in a parent group level.

Manual Workaround

Right now, the manual workaround Promote a subgroup label to the parent group is not feasible when migrating many labels.
