Tool Filter component: support paginated scanner data in Instance

It may be possible that the vulnerabilityScanners query will return a paginated response. In that case, the FE will need to keep making a request until it has the full set of entries to perform the data manipulation (grouping the scanners by report_type) to accurately display the dropdown menu item.

In this issue, let's update our Tool Filter component to support this and add a loading status.
