`gitlab-org/gitlab` repo shows `coverage: unknown` badges

coverage-ruby and coverage-javascript both show unknown sometimes. This is potentially confusing.

The last successful pipeline was for a docs commit, which may explain the result.

Based on my observations, I haven't seen it display any value other than unknown. 🤔
