Geo - Create Wiki Registries Endpoint in GraphQL

What/Why

We will need a way to fetch the wiki registry data to split projects and wikis replication/verification UI while converting it to Vue. This API should be built in GraphQL.

Proposal

Add Wiki registries as a GraphQL endpoint, supporting all existing Rails functionality. Take into consideration #219402 (closed) when implementing.
