[ci_minimal_cost_factor_for_gitlab_namespaces] Enable gitlab namespaces

⚠ This flag should never be globally enabled. This flag should only ever be enabled for gitlab-org and gitlab-com ATM. This is a long lived ops feature flag and should stay in the code base.

Summary

This issue is to rollout the feature on production, that is currently behind the ci_minimal_cost_factor_for_gitlab_namespaces feature flag.

This is a long lived feature flag and should not be deleted or globally enabled. It should only be enabled for namespaces which contain gitlab projects that the community can contribute to.
