Specific Problem of this issue

The current way of setup schedule scans is using the existing IF/THEN pattern, but when it is applied to this situation, as the picture shows, it is not a natural way human thinks or speaks. And in the IF part, scheduling an "Action" is ambiguous in this situation, it is not very clear what the action is.

Solution
