Tags search doesn't work on older tags
How to reproduce
- Open a repo with lots of tags
- Go to the Releases page and then to a Create new release page
- Search for an older tag
Expectation: you should be able to see old tags in the search combobox
Reality: search suggests you to always create a new tag
