Consolidate VSA Group & Project into a single object - Workspace

Problem to solve

Value Stream Analytics (VSA) is implemented in two levels:

1. Group-level
2. Project-level

In the past year, the team focused on improving the maturity of group-level VSA. As a result, these features are missing from the project-level:

• Overview stage
• Custom value streams.
• Stage charts

This is also one groupoptimize objectives for Category:Value Stream Management Complete maturity.

Proposal

1. Create an instance-level workspace for VSA.
2. Migration VSA features to the namespace level.
3. Consolidate all VSA features under workspace to reach feature parity between Group-level and Project-level.
