Add pagination controls to the issue list

Problem

There is no way to change the pagination limits on the issue list. This makes it harder to manually re-order issues when sorting in manual mode.

Proposal

• Provide the ability to update the issues per page from 20 (default) to 50 or 100.
• Issues per page selection is persisted to local storage so you don't have to manually reset this every time the issue list loads.
