Problem

• As an admin I want to be alerted when a project already has a limit as part of a group.
• As an admin I want to be alerted when a group limit "conflicts" with project limits.
• As a user I want to know which limit i've hit if my project cannot run pipelines.

Proposal

• define the edge cases to handle
• create design for alerts
• implement the alerts
