I want to run pipeline serially, but jobs parallel.

Problem to solve

My pipeline like follows.

I want to run jobs like 1-1, 1-2, 1-3, 1-4, 1-5 parallel in one pipeline, also for 2-1, 2-2, 2-3, 2-4. But at the same time, I'd strongly like to run pipelines serially.

What should I do? Is there any config that can lock one pipeline? Thanks in advance. ;)
