Improve UX for creating a personal profile README in project creation forms

Problem to solve
#232157 (closed) added user profile customization with a personal readme. The UX to create a profile readme requires a special project using the same name as the namespace (e.g. https://gitlab.com/dnsmichi/dnsmichi) which can then be edited with the README.md which is shown on the user profile (e.g. https://gitlab.com/dnsmichi)
The UX in the "new project" modal form currently uses a special path detection method, inherited from the Github feature, using a green badge to inform the user about the path for the profile readme.

Identify the path to create a personal profile readme, either from the "new project" form, or a new form which prefills all the required data, and offers to edit the README.md, or uses a template different to the default (get started with GitLab).
Proposal
Multiple iterations and changes:
- Modify the banner from
greentoblueto make it informal - Provide functionality (checkbox?) to create a user profile readme, with pre-filling the project name in the "create new project" form
- Move the discoverability into the profile view, with a new call to action to create a profile readme, and a form to add it (maybe re-using the "create new project" forms)
