Webhooks do not always fire

Summary
Over the last few weeks (since 15.0?) I have found that webhooks on GitLab SAAS have started to become flaky.
What is the current bug behavior?
I have an web service that sits on Heroku waiting for GitLab MR events to fire via a webhook (without an SSL cert). This service has previously always been reliable, but has recently (since 15.0?) become flaky. There doesn't seem to be any particular pattern to which MR events fire the webhook and which do not, and unfortunately I don't have an easy way to collect logs at the Heroku end that might be useful to your debugging (sorry).
I believe other people have had the same problem, and this forum topic documents that.
What is the expected correct behavior?
Webhooks fire on every relevant event.
