Add a top-level "Deployment" toggle in the "Visibility, project features, and permissions" setting page (A utility to batch-update subtoggles)

Problem

In #361586 (closed), we've added separate visibility toggles for "Deployments" related features. But it's nice to have a top-level toggle to batch-update these subtoggles at once.
