Allow users to edit markdown using rich text formatting in the Web IDE and issue/MR descriptions

Problem to solve

In order to edit markdown files in the Web IDE, you must know how the markdown syntax work, which makes editing handbook files in the GitLab handbook slightly more difficult than is really required. Additionally, large tables in Markdown are hard to create, parse, and change. Providing an easier way to edit these types of files would help both technical and non-technical users inside of Gitlab.

Proposal

Let's have a toggle that lets users edit markdown files in the Web IDE with RTF. The below screenshots are from Netlifycms and can serve as inspiration for our implementation. It's likely this issue becomes an Epic with a single issue for each RTF implementation.
