Add license management to security configuration page

License management isn't technically a security job, so we don't include it in our backend logic that finds security jobs. Adding it to the security configuration page will require work beyond that required to add the other security tests.

This MR to allow fetching of license management jobs is the first step towards resolving this issue: !18527 (merged)
