A customer reported missing incorrect WebHook messages on Pipeline completed events (canceled/success)
This impacts the reliability of WebHook events. This issue is for investigation.
Since there appears to be data loss and no workaround, I'm marking this as severity1. Please feel free to correct.

WebHook events are sometimes missing for pipeline completion.
What is the expected correct behavior?
WebHooks should be triggered for every stage of the pipeline lifecycle.
