Expose an API endpoint that lists the locations to where a given project can be transferred to

From the discussion in #296817 (comment 1007627617), we need an API endpoint that lists all the namespaces to which a project can be transferred to. We can do this with slight modification to the already existing Resolvers::Users::GroupsResolver
