How many projects have secure CI_JOB_TOKEN access enabled

Overview

To track progress of adoption of &6546 we want to count how many projects have the setting enabled.

Proposal

• Add a metric to count if any project is added to the list of allowed inbound for a project. The count should be of projects with >= 1 allowed inbound project. This is similar to the audit event tracking.
• Make the data available in Sisense for reporting on team dashboard (just counts by date, not individual projects)
