Prevent Tasks from being returned via the REST API
Problem
Because there is not parity with issues yet and tasks are using issues behind the scenes, automation scripts and other things cause wonky behavior like todos and notifications on regarding tasks that don't have the discussions, etc.

- Hide Tasks from the REST API until we have parity with issues.
