How does self service account reactivation work?

How does self service reactivation work? We recently had an account that was subject to this. We were forced to enable it by admin it was impossible to reactivate by logging in.

All it did after logging in was:

Giving this message to the user. No matter how often you login, you just get that message nothing gets activated.

So how is that supposed to work?
