🎨 Improve hierarchy of information for security approvals

Problem to solve

From #357301 (comment 994734850)

Iterate on the Security Approvals UI within project settings (Settings > General > Merge request approvals) to:

• improve the hierarchy of information
• improve the association between the policy details content and the View details action (currently using a modified version of the accordion component)

Considerations

The Security Policies UI uses a similar styling within a policy details drawer (Security & compliance > Policies). While iterating on Security Approvals UI, consider if/how these two experiences can maintain visual alignment.
