Link issues created from findings back to source pipeline

Proposal

Today, issues that are created directly from a vulnerability record on the Vulnerability Report automatically have a backlink to the vulnerability record URL inserted into the issue Description. However, when creating an issue from a security finding in the MR security widget or the pipeline security tab, there is no such backlink. This can make it very difficult to track down the source finding from the issue. The challenge is that unlike vulnerability objects, findings do not have a dedicated URL to point to. The proposal is to instead point to the MR or pipeline security tab where the finding was used to create an issue.
