Missing Service Ping definitions for static analysis group metrics

Background

At !86275 (merged) two events were added into known events allow list:

1. p_ci_templates_implicit_jobs_sast_iac
2. p_ci_templates_implicit_security_sast_iac

However no corresponding metric YAML definition file were created, causing those events to being filtered out of Service Ping payload

Goal

Decide either if those metrics should be removed since they are not used, or add metrics YAMLS definitions in order to include them in Service Ping report
