New scanning tool: Binary analysis and scanning

Problem to solve
Customers may have projects designed without package managers, unique firmware, or legacy systems that output to a binary. They may have also received binaries from other teams without access to their code. They are required to scan these outputs to remain compliant.
Proposal
A binary scanning tool that can run analysis on the contents.
These formats may come in various forms:
- Compression formats (.gz, jar, exe)
- Archive formats (zip, tar)
- Firmware
