Finalise cleanup cleanup members records with `member_namespace_id` null migration

To ensure Cleanup members records with `member_namespace_... (#365028 - closed) completed successfully on self-managed instances we need to also finalize this migration. see https://docs.gitlab.com/ee/development/database/batched_background_migrations.html#example point 4.
