Problem to solve

Being able to configure automatic assignment to author of merge requests upon creation.

Current documented behavior/workflow as per Merge requests::Assign a user to a merge request:

When a merge request is created, it’s assigned by default to the person who created it.

User experience goal

The user should be able to configure their desired workflow

Proposal

Allow configuration of this behavior on the scope of a project, group or instance:
allow a project owner/maintainer, group owner or instance administrator to configure the workflow.
