Static IP range for custom-hosted runners

At this time, we are not able to provide a narrow IP address range for GitLab SaaS Runners. This is blocked by the work in the linked issue, https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/13382.
Problem
Currently if an organization wants to use the SaaS runners to deploy into their infrastructure, they need to open their network to all IP ranges or CIDR Blocks for GCP where the runners are hosted. This prevents organizations from adopting the SaaS runners as their security practices may not allow this.
Proposal
Provide a shorter list of IP ranges so customers can opt into for better security
