Access-token date picker does not respect first-day-of-the-week setting

Summary

Access-token date picker does not respect first-day-of-the-week setting.

Steps to reproduce

1. In User Settings -> Localization select a day other than Sunday
2. In Personal Access Tokens try to set an expiration date
3. Verify that Sunday is the first day of the week in the date picker

What is the current bug behavior?

Access-token date picker shows Sunday as the first day of the week irrespective of localization setting.

What is the expected correct behavior?

Access-token date picker uses the day configured as the first day of the week in localization setting.
