Investigate and address issues on the Contribution Chart after switch to ECharts

Problem to solve

We recently swapped to ECharts for the contribution graph. In doing so, a number of knock-on issues were created:

1. The “milli-commits”, 500m instead of 0.5 on the y-axis
2. Having “half commits” in general, Maybe we should just allow integer (no decimal) values for that chart

We should figure out what caused these problems, and try to fix them.
