Changes not displaying for Notebook merge request

Summary

MR for new Jupyter notebook showing "Error: Couldn't load some or all of the changes" under the changes tab

Steps to reproduce

• Created a notebook in https://jupyter.org/try-jupyter/lab/ and then downloaded
• Created an MR with that notebook
• Try to view diffs in gitlab
