Package group settings side-by-side layout MVC

Context

This issue is part of the epic: Update Package settings to side-by-side layout (&8134 - closed) which aims to improve usability of settings by changing the layout of settings.

As a MVC, we will not be changing the design of the group settings aside from moving into the 2 column layout. As a post MVC, we will update the design to better suit the 2 column layout (#363428 (closed))

Implementation plan

• create a shared component within packages_and_registries/shared/components context called settings_block.vue & refactor existing usage within packages to use new component.
