Wiki pages in subdirectories fail to render

Summary

Following an upgrade to a self-hosted GitLab to 14.10.2-ce, previously accessible wiki pages show "The content for this wiki page failed to load. To fix this error, reload the page."

Steps to reproduce

• Have a project wiki, with pages under subdirectories.
• Upgrade the install to Omnibus 14.10.2-ce.
• Attempt to view wiki page.

An error message is displayed: "The content for this wiki page failed to load. To fix this error, reload the page."

Reloading fails.
