UX improvements to drag and drop in issue description list

Some improvements suggested to the newly implemented drag and drop functionality in lists:

• There are issue/ MR templates where items shouldn’t be allowed to be reordered.
• When I’m trying to read a description I often use my mouse to follow along and I find this pretty distracting because in my peripheral I see something change and my eye always wants to figure out what it is, but then I lose my place.
• It should be possible to cancel a drag with Esc or similar if a drag was initiated accidentally.
