On-demand scans: Adjust placement of alert banner

Problem to solve

Alert banners displayed on the On-demand scans configuration form should be moved to the bottom of the form, below the last horizontal divide, but above the actions.

@djadmin @arfedoro I noticed that the placement of the alert warning for incompatible profiles isn't ideal. Can we move it to the bottom of the form so that it's full width? This is pretty minor and is by no means urgent, but it would be nice to take care of soon.
