Allow filtering the diff view to show only CODEOWNED paths

For big merge requests with lots of people involved because of CODEOWNERS rules, it's hard to pinpoint what is under your responsibility. We need a way to filter the diff view of a merge request to show only the files/paths that you own.

Problem to solve

Reviewers don't have a clear view of which files are under their responsibility on a big merge request.

Proposal

Allow users to filter out paths that they don't own, or signal clearly on the UI the paths that they own. Maybe a highlighted file header. I don't know for sure, I'm no UX designer. 😬

Intended users

Reviewers that are assigned to CODEOWNERS approval rules. Delaney, Sasha.
