Enable downstream retry from mini-graph

Problem to solve
#357406 (closed) enables users to retry the failed jobs in the downstream pipeline from the pipeline graph, without changing the view(to downstream pipeline detail page). However, users can still not retry the downstream pipelines from the mini-graph.
