Dynamic permissions based on network

• A customer has asked us to offer some type of dynamic access to certain features in GitLab based on where they are accessing GitLab from.
• So GitLab is hosted on the customer's environment, publicly available to the Internet.
• If the user accessing GitLab is from within the customer's environment, they have certain permissions, like pushing code, code type features.
• If the user is accessing outside the customer's environment, they would only have access to participating in issues, commenting, etc.
